As of 2025 with the Energy Performance Regulation in Buildings prepared by the Ministry of Environment, Urbanization and Climate Change, the total construction area is mandatory to be built as 2 thousand square meters and above all buildings 'Neredesa Zero Powered Building' (NSEB). In addition, renewable energy usage rate increased from 5 percent to 10 percent, a more ambitious goal was determined in energy efficiency.

New term: NSEB concept
The concept of ‘Neredesa Zero Powered Building’ refers to the buildings that meet a certain part of energy efficiency high, energy need. With the change in the regulation, the performance class in the energy identification document of buildings to be newly built is protected at least ‘B’ while at least 10 percent of the energy used was mandatory to provide renewable energy systems such as solar power panels, heat pumps. The Ministry of Environment, Urbanization and Climate Change stated that it was taken an important step towards both energy saving and reduction of carbon emissions. With 2 thousand 200 buildings built with NSEB concept from 2023, the annual 281 gigawatt clock energy saving, 66 thousand tons of equivalent carbon swing was reduced. [

2025 and post: Great targets
Since 2025, it is aimed to build approximately 30 thousand buildings in NSEB standards. Thanks to these buildings, the annual 1850 gigawatt clock is expected to save energy and reduce carbon release equivalent to 450 thousand tons. By 2035, the annual total of these values is 102 thousand gigawatt clock energy saving and 25 million tons of carbon emissions reduction levels are predicted.

This arrangement aimed at increasing energy performance in buildings and promoting renewable energy will play a critical role in Turkey’s sustainable development goals. Solar energy, heat pumps and other renewable energy systems become mandatory, will increase both environmental and economic benefits. This step stands out as a strong policy that has been taken towards a greener and sustainable future.
